The Police Service Commission has responsibility for senior appointments within the police service, while the commissioner oversees the day-to-day operational leadership of the Trinidad and Tobago Police Service.

Gonzales has called on Prime Minister Kamla Persad-Bissessar and Homeland Security Minister Roger Alexander to clarify when Guevarro left the country, why he is away and who is exercising the commissioner's responsibilities in his absence. Guevarro previously had an acting arrangement put in place when he travelled to an international police chiefs conference in the United States in 2025, with Deputy Commissioner of Police Junior Benjamin serving in the role. The latest reports have not linked the commissioner's current absence to disciplinary proceedings or an operational dispute, instead describing it as emergency leave.
