WASHINGTON/KYIV — Ukrainian President Volodymyr Zelenskyy is preparing to travel to Florida for talks with U.S. President Donald Trump aimed at advancing negotiations to end Russia’s ongoing invasion of Ukraine, according to multiple news reports. The meeting is planned for Sunday, December 28, 2025, at Trump’s Mar-a-Lago residence and has not yet taken place as of the latest updates.

The leaders are expected to discuss a draft peace framework intended to provide a basis for ending the conflict that began with Russia’s full-scale invasion of Ukraine in February 2022. Zelenskyy has described the proposal as being close to completion, with roughly 90% of its contents finalized, though several critical elements — especially those involving territorial arrangements and security guarantees — remain unresolved. 

Key topics on the agenda include security and economic arrangements, disputed territorial issues such as the status of the Donbas region in eastern Ukraine, and potential post-war reconstruction plans. Zelenskyy has indicated that the draft document could be completed with careful negotiation, but both sides acknowledge that significant gaps persist. 

The meeting comes amid continued Russian military action across Ukraine, including intensified strikes on cities and infrastructure. Moscow has not publicly accepted the peace framework being discussed by Kyiv and Washington, and its leadership has emphasized its own demands for territorial recognition. 

Western allies, including Canada and various European states, have reaffirmed support for Ukraine’s position in the diplomatic process, with additional aid pledged to bolster Ukraine’s defenses and economic resilience. 

Officials on both sides characterize the upcoming Florida talks as a chance to refine outstanding issues in the peace proposal and to clarify points of agreement ahead of potential further negotiations with Russia or expanded multilateral engagement.
